New: Upcoming LLC changes – the latest Local Authorities to digitise
As part of the ongoing HMLR programme to digitise the Land Charges Register the following Local Authority will be migrating its service to the digital register.
Gravesham Borough Council – Wednesday 9th October 2024
As you may already be aware, the following Local Authorities have recently digitised their LLC data:
Rugby Borough Council – Thursday 5th September 2024
Borough of Broxboure Council – 1 August
Medway Council – 12 July
South Gloucestershire Council – 1 July
What will happen with the orders I place?
For tmconvey customers, the process for ordering an LLC1 from these councils remains exactly the same. You’ll just notice some differences in the way your results are returned:
– Your LLC1 result will be returned faster than normal (typically within 24 hours), as the report will be processed via the new LR Digital Register
– There will be some changes to the LLC1 report format, as the data will be returned from Land Registry – instead of your Local Authority
– The LLC1 and CON29 will be billed separately and appear on separate lines of any invoices you receive
– Free Refresh : Once your LLC1 has been returned, you can also benefit from a free refresh of the results – at the press of a button.
– The CON29 will continue to be returned as it always has been in accordance with the Local Authority turnaround time, as specified at the point of order.
New: Wessex Water CON29DW Commercial report changes from 23rd September
From 23rd September 2024 the CON29DW Commercial report from Wessex Water will have some new enhancements.
The format has been changed to not only offer The Law Society’s endorsed template for the water and drainage information relating to your transaction but also the very highest standards of consumer protection in a new and fresh design and layout created by their industry experts.
Changes to the CON29DW Commercial product for the Wessex Water area include:
• Up to 4 standard connections
• No boundary size limit, meaning fewer queries and faster delivery
• Higher Public Liability cover to £10 million
These will come into effect from 23rd September 2024 – orders received from this date onwards will be processed based on these changes.
To accommodate these enhancements, the Wessex Water CON29DW Commercial price will increase by £67.14 ex VAT (£80.57 including VAT) to £247.80 (including VAT).
New: Post Completion AP1 and SDLT service enhancements
We have introduced a number of a new features to our award-winning Post Completion services. These include:
AP1 Default Distribution feature
You now have the option to nominate up to two user accounts (emails) you wish to receive all AP1 notifications for all your AP1 cases by default, in addition to the AP1 Case Creator and the AP1 Case Submitter. This will save even more time spent on manual data entry and reducing the risk of missing important AP1 updates due to accidental omissions.
To access the new functionality, your tmconvey Administrator must first nominate the user email/account(s) for Default Distribution via the Land Registry settings on the tmconvey platform.
AP1 Registration Type on PDF form
When printing the PDF AP1 form, it will now show via the CS Sheet appendix the Registration Type that was selected when completing the AP1 form:
• Document Registration
• Transfer of Part
• Lease Extension or
• New Lease
This supports you with additional checks and approvals to ensure the correct registration type is selected, and helps avoid AP1 cancellations and retakes.
AP1 Help information updates
The Help information displayed against the Fees Paid and against the Applications and Documents dropdowns has been enhanced to provide at-a-glance answers to the most popular questions. We have also added a link to the HMLR Fees Calculator to assist you with your HMLR fee calculations.
SDLT Tax Relief updates
In accordance with the recently abolished Multiple Dwellings Relief and plans for an extension of the Freeport Relief support, our SDLT Application has been updated with changes to prompts and validations for the following SDLT Reliefs:
a) Multiple Dwellings Relief (MDR), relief code 33 user prompts
b) Relief for Freeport tax site, relief code 36 enhanced Effective Date and Submission Date validations.

Don’t forget: New: HMLR increase file size limits
When customers send us documents for HMLR electronic Document Registration Service (e-DRS), they can now send us files that are up to 30MB*. This is an increase from the previous file size limit of 14MB.
The types of documents typically sent include:
• scanned applications
• detailed plans
• evidence to support their applications.
The increased file size limit of 30MB applies to documents sent with applications for Official Copies, Register Extracts as well as our AP1 service. We are also able to return up to 30MB files via these online services.
We expect this to improve customers’ experience when they deal with us online and it will result in fewer Official Copy applications being returned by post. Please note that plans over A3 in size and those with enlargements or with supplementary pages will still be returned via post. It is one of a number of changes that HMLR are making to their online services following customer feedback.
Although HMLR have increased their file size limit from 20MB to 40MB, we need to use up to 10MB of this capacity to prepare the documents you send us for onward transmission to HMLR.
